The climate actions and policies measurement framework

There are major gaps in the measurement of adoption and stringency countries’ climate actions policies, notably a manner coherent across countries, time, sectors instrument types. The policies framework (CAPMF) aims to fill this gap. It is structured harmonised mitigation policy database that informs about action. CAPMF was developed under International Programme for Action on Climate (IPAC). comprises 128 variables, grouped into 56 instruments other actions, covering 52 countries participating IPAC period 2000-2020. most comprehensive internationally climate-related currently available. Results indicate strengthened their action between 2000 2020 terms both stringency, although individual progressed at different paces. Policy mixes many changed from cross-sectoral more sectoral focus non-market market-based approaches. Importantly, results suggest positive relationship stronger greater emissions reductions but further analysis needed fully assess effectiveness.
